In 1980, countries from around the world signed an agreement protecting the rights of children who have been abducted and taken across international boundaries. Known as The Hague Convention, the agreement includes provisions that participating countries will work with the state department of the child’s country of residence to decide whether the local courts should handle the matter, or returned to the country of origin.
